The organisational Route:
How to efficiently and effectively organize competence centres?

The ultimate goal is to reach flexibility and to adapt structures and processes. Issues which must be addressed are of institution-wide concern and encompass, among others, planning and putting the implementation strategy into practice, providing necessary infrastructure (support structures, didactic, technical support, media production, platforms and meeting points for knowledge exchange), proactive communication about eLearning, and establishing transparent processes with clear responsibilities.

The technical Route:
How to provide the adequate technical infrastructure?

The main objective is the stability and the problem-adequate functionality of eLearning technologies. Usability questions, a high level of ease of use, standardization in terms of platforms, and the use of meta-data for the reuse of eLearning modules are examples of questions that need to be addressed.

The socio-cultural Route:
How to facilitate a new learning culture based on self-organised learning?

The main goals are to advance the readiness for innovations and to further self-organisation Ð and to encourage trainers and educators to experiment with new pedagogical concepts. The challenges here are to stimulate, to nurture the desired culture in learning and teaching, to encourage acceptance and openness towards innovations in general, and eLearning in particular, and to build incentive structures, getting the commitment of the leadership and promoters.

The pedagogical Route:
How to realize eLearning with pedagogical added value?

The focus will be on learning design issues with the main goal of reaching sustainable learning outcomes (content-related outcomes, and learning objectives encouraging competencies for self-organized learning). Issues such as the pedagogical added value, integration into the curriculum, into the assessment and testing system, and the competence development of educators and trainers have to be addressed.

How to secure the financial sustainability of eLearning?

The ultimate goal is the efficient and effective use of resources. Does a rationale for strategic added value exist? Added value is defined in terms of reaching new target groups and entering new markets? Are co-operations and business models feasible for financing eLearning? How can the necessary resources for the infrastructure and strategy-oriented use of resources be provided?
